Finland 2007 parliamentary election
|

French President Chirac won't seek re-election
|
French President Jacques Chirac announced today he will not be seeking a third term in next month's election, but he did not endorse the leader of his conservative Union for a Popular Movement (UMP), Interior Minister Nicolas Sarkozy, who was chosen last January as the ruling party's presidential candidate. Nonetheless, Chirac made a final appeal to French voters to reject extremism, racism and anti-semitism - a thinly veiled reference to presidential hopeful Jean-Marie Le Pen of the far-right National Front (FN).
Meanwhile, the latest opinion polls indicate France's presidential race is turning into a very close three-way race, with François Bayrou - who leads the centrist Union for French Democracy (UDF) - suddenly emerging as a credible challenger to both Sarkozy and Ségolène Royal of the Socialist Party, while Le Pen is shown trailing well behind the three leading candidates.
At this juncture, it's not even clear if Le Pen will make it to the ballot. French presidential hopefuls are required to present 500 signatures from elected officials by March 16 in order to become candidates, but at the beginning of this month Le Pen was still a hundred short, according to BBC News - which also reports the mayor of Noron-la-Poterie, a small village in northern France, has announced he is putting his endorsement up for auction for candidates in the upcoming presidential vote.

Advance voting concludes in 2007 Finnish parliamentary election
|
Advance voting for Finland's 2007 Eduskunta election has concluded, and the Ministry of Justice elections website reports a total of 1,193,292 electors - 29.2% of the electorate resident in Finland - voted in advance of the March 18 poll, up from 1,044,607 (26%) in the 2003 parliamentary election.
Advance voting stations were open in Finland on March 7-13, and abroad on March 7-10.
Meanwhile, Finland's national broadcaster YLE reports a total of 27,432 Finns cast their ballots in this year's advance voting abroad. According to the Ministry of Justice, 208,887 Finns living abroad were entitled to vote in the election.

Netherlands 2007 Provincial Council Elections
|
 The Netherlands holds provincial elections on Wednesday, March 7, 2007. Members of the country's twelve provincial councils are chosen every four years by the largest average method of proportional representation - the same system used to elect the Tweede Kamer or House of Representatives of the Dutch States-General (Parliament). However, unlike in House elections, there is no statutory threshold for participating in the distribution of provincial council seats.
Turnout in recent Dutch provincial elections has been markedly lower than in parliamentary elections. In the last two provincial polls, held in 1999 and 2003, voter turnout was 45.6% and 47.6%, respectively. By comparison, an average of eighty percent of Dutch voters have taken part in the three most recent House elections.
In May of this year, the newly-elected provincial councils will in turn choose members of the upper house of the Dutch Parliament, the Eerste Kamer or Senate. Since legislative bills must be approved by both the Senate and the House before they can become law, tomorrow's vote is seen as an early test of the recently formed Christian Democratic-Labour-Christian Union coalition government.

The Dutch Electoral Council (Kiesraad) reports definitive results of the March 7 provincial elections were as follows:
Christian Democratic Appeal (CDA) - 1,412,856 votes (25.0%), 151 seats
Labour Party (PvdA) - 1,013,786 votes (17.9%), 114 seats
People's Party for Freedom and Democracy (VVD) - 1,023,189 votes (18.1%), 101 seats
Socialist Party (SP) - 838,273 votes (14.8%), 83 seats
Christian Union (CU) - 309,325 votes (5.5%), 35 seats
Green Left (GL) - 347,709 votes (6.1%), 32 seats
Political Reformed Party (SGP) - 134,993 votes (2.4%), 14 seats
Democrats 66 (D66) - 145,058 votes (2.6%), 9 seats
Party for the Animals (PvdD) - 144,132 votes (2.5%), 9 seats
Christian Union-Political Reformed Party (CU-SGP) - 49,823 votes (0.9%), 3 seats
Others - 236,320 votes (4.2%), 13 seats
The Party for Freedom (PVV) did not take part in the election.
In all, there were 5,655,464 valid votes and 23,900 invalid ballots, for a turnout of 5,679,364 voters, or 46.4% of 12,238,814 registered electors; detailed figures are available on the Kiesraad's election results website.
On the basis of provincial election results, it is estimated the Christian Democratic-Labour-Christian Union coalition government will command a 41-34 majority in the Senate.

Northern Ireland 2007 Assembly Election
|
Northern Ireland also holds an election tomorrow, in which voters will choose 108 members of the province's devolved, unicameral Assembly by the Single Transferable Vote (STV) system of proportional representation; each one of the province's eighteen Westminster constituencies will return six Assembly members.
Following the election, a new, power-sharing executive is due to be formed by no later than March 26, 2007. If that doesn't happen, the British government will proceed to dissolve the Assembly.
The Assembly has been suspended since October 2002, following allegations of a republican spy ring, and the province has been under direct rule from London since then. However, the trial against the accused subsequently collapsed, and one of the defendants turned out to be a British agent; he was found shot dead last year. Meanwhile, an Assembly election was held in November 2003, but the polarized outcome of the election made it impossible to reach a power-sharing agreement at the time.
Although Northern Ireland is part of the United Kingdom, its party system is completely different from that of Great Britain. In addition to four major parties representing the Unionist/Protestant and Nationalist/Roman Catholic communities - see Parliamentary Elections in the United Kingdom - Elections to the House of Commons for more information - there are a number of minor parties, most notably among them the non-sectarian, centrist Alliance Party of Northern Ireland (APNI).

Vote counting has now concluded, and according to official figures published by the Electoral Office for Northern Ireland (also available on BBC News | Election 2007 | Northern Ireland election), the distribution of first preference votes and Assembly seats in the election was as follows:
Democratic Unionist Party (DUP) - 207,721 votes (30.1%), 36 seats
Sinn Fein (SF) - 180,573 votes (26.2%), 28 seats
Ulster Unionist Party (UUP) - 103,145 votes (14.9%), 18 seats
Social Democratic and Labour Party (SDLP) - 105,064 votes (15.2%), 16 seats
Alliance Party of Northern Ireland (APNI) - 36,139 votes (5.2%), 7 seats
Green Party (GP) - 11,985 votes (1.7%), 1 seat
Progressive Unionist Party (PUP) - 3,822 votes (0.6%), 1 seat
United Kingdom Unionist Party (UKUP) - 10,552 votes (1.5%), no seats
Others - 31,312 votes (4.5%), 1 seat: Dr. Kieran Deeny (Ind., West Tyrone)
The total number of valid votes was 690,313. In addition, there were 6,225 invalid ballots, for a turnout of 696,538 voters, or 62.9% of 1,107,904 registered electors.
